Default Anyone know how to remove coating from brush guard?

Totally scored at the junk yard today and got a Simbars brush guard and rear access ladder for a whole $38! Both are solid but the dumb factory coating on them is flaking off. Its not paint it more like plastic and its ugly. We're gonna recoat them with spray in bed liner but are curious how to get the factory stuff off. Should we completely strip them and if so whats the easiest way? Or can we just get rid of whats flaking and leave the rest alone? Dont have access to a sand blaster or anything like that so whats the next best thing? Doesnt need to be perfect, just want a nice durable finish that wont crack and peel like whats on there.

That is powder coating, wire brush off the flakes, bed line it and call it good.
For $38 dont go ape **** crazy trying to make it pretty.

Thanks for the help! Will do! Just wanted to make sure the bed liner would stick to it.
