Default Dial on base of instrument panel

I own a 96 Range Rover. It has a small dial on the base of the instrument panel. When I turn it far right or far left it clicks and small lights come on (Green/Yellow and two smaller red lights). The red light pulse and make a beep at certain points while driving. Its obviously some kind of sensor but I cant find it anywhere in the owners manual. Could it be an on board radar detector or something else. Anyone know?
