Default how to add a language into center screen control panel.

hi,
i am living in hongkong,i want to change the language in the center screen navigation into chinese.
how to do that ? i found system didn't provide chinese lang-package .
so i want to replace the russian lang-package ,which file is the language package ,and how to modified(the file format)?

by the way,
today ,i have some free times .so i research the land-rover install cd .and find these files may be useful for me .
9W83-14C060-AA.vbf 9W83-14C060-BB.vbf 9W83-14C063-AA.vbf ...and so on

all files head contains " main node with ECU description: FCDIM - Front Control/Display Interface Module [0x7A5]"
and how to erase eprom [address and size] information also be included.
but these file is not readable for me. even using winhex editor.

i don't konw if i am right,and i still don't know how to do next.
i just want to modify the center screen language into chinese , for example "Display Setting","Aduible FeedBack","voice settings"...
