Default Low MPG & P0124 / P2402 Help Please!

Hi all,

I am getting into the fixing my own car world and I enjoy it. So I have a LR3 2006 V8 with about 115,000 miles. When I got the car over 2 years ago I was pushing 18mpg than slowly it dropped to about 13/14 and stayed steady for over a year. In the past few months its dropped down to 9mpg and idle was rough and jumpy on initial accelerations, along with a little longer than usual ignition.

I've cleaned the throttle body and Mass air intake.
Replaced all of the spark plugs.
And ran about 3 cans of Sea Foam at the end of three tanks of premium gas.

^ These things helped with the jumpy acceleration and idle issues (600rpm idle now, i think that's ok....)

I am receiving error codes P0124 (Throttle/Pedal Position Sensor/Switch "A" Circuit Intermittent)

And P2402 (Evaporation Emission System Leak Detection- Pump Control Circuit High)

And my mpg is still only 9mpg and still getting those codes. (I do have a full body baja rack)
Any help would be very appreciated, Thanks!!

-Connor

Also here are my removed spark plugs:

My removed Spark Plugs. Oily I think?
