Smile Need some facts

I have 3 questions regarding a 2003 Land Rover Freelander. I am a dealer and I'm being taken to court by a client.
1) Can a slightly noisey purge valve cause a failure in either the electronic cooling fan or a timing belt?
2) With no abnormal vehicle performance, no engine light illuminated and no abnormal noise other than the slightily ticking purge valve. Can a failing timing belt show any signs that it will fail?
3) Are there any signs that an electronic cooling fan will fail if the car is not experiencing any signs of over heating nor are there any abnormal sounds coming from this fan?
