o2 sensors stay burning hot!

Default o2 sensors stay burning hot!

Started throwing Code 44. Went to change my 02 sensor again....2nd time in 2 weeks. And it burnt my hand!. Key was off and hadn't Ben started for 4 hrs. Checked passenger side to and same thing! They should be cool right?
No visible damage to the wires either. Were do i start looking for the problem?

They have heaters in them, they are staying on, something is wrong.
It will burn them out pretty quick as you have seen.
What is wrong I have no idea.
