Default rental or loaning of OBD readers in California

As of Monday July 21st 2008 according to my local Autozone, the State of California will no longer allow any auto parts store to rent or loan out any readers. You can only purchase them. The state claims thatauto parts stores are not certified or licensed to perform this service this again according to the counter person at my local store. He informs me that this applies to all auto parts facilities.[:'(][:@][:@]

My autozone has been making you buy them for a long time now. They will charge the loaner to your card then when you come back from the parking lot with it they refund your card! I guess it is their way of getting around the new law. hope this helps.
