Default Transfer case ECU

Hello everyone,
I am new to the forum and am trying to figure out why my 96 RR 4.0 won't shift into low. I think I have isolated the problem to the transfer case control module under the driver's seat. I have removed it from the vehicle and was wondering if there is any way to tell for certain if it is bad. Is there a test procedure? I took it apart and didn't see anything that looked suspect. Just looking for some advice from someone who may have been down this road before. Thank you for any help.

I believe the only person that can help you is a skilled mechanic with the scanner necessary to scan the ECU.
