From the looks of it, I'd say it has to do with the air suspension. Do you have the enhanced off-road feature? Since it's red, I would assume it's a fault versus just a warning.

Air suspension? Really? No... that's the parking heater symbol. Since there is zero info posted on what vehicle this is for I can only guess it is an earlier model, like pre-2008 or 2007. And my guess is that it only comes on when the headlights are on if this Rover is in the US market. And if that is the case I have to make another guess that the cluster software was updated with a GAP tool. But these are guesses.

Well you guessed right. It's a 2008 LR 3 in the US!! Parking heater? My manual doesn't show this warning symbol. Obviously it's a fault, but what does it suppose to do?

I thought my 2008 they got rid of it. Or maybe I have it backwards. It usually means the cluster software was updated and since you have a clock showing, that would probably indicate the software has been. And usually with the update it comes on with lights to indicate your headlights are turned on. Why? Because later clusters replaced that with a green headlight symbol. But since the software does not know what is physically installed there for a light and indicator, you end up with that on earlier clusters. This is is why GAP made a modified update for those with that symbol. Using that updated software gives you all the advantages but prevents that indicator from illuminating with headlights.
