Default 2008 LR2 Steering Column Locked

Hello folks, I'm new to this forum.

I'm working on a customer's 2008 LR2 with the intermittent no-start (no-crank) problem, accompanied by the STEERING COLUMN LOCKED message.
At her request, I installed an emulator: no improvement.
After some "research", much of it on this site, I replaced the column lock itself. Using my IDS/SDD I attempted to program the new lock but was unsuccessful.
Testing the circuits I have found that I have only ~7.4 volts at the 3-wire connector that plugs into the lock assy. Does anyone know where the
voltage comes from to feed the lock? I suspect this is the root of this problem.

I work on a lot of Rovers and usually have whatever wiring diagram I may need but this is my first LR2 and I just don't have a diagram for it.

Thanks for any help you may be able to offer.

If you do a search on the forum you will find the link to download the LR2/Freelander 2 service manual for free. But is the battery healthy and fully charged? 7.4 vdc sounds really strange.

Battery is good and fully charged. Midtronics voltage supply connected and maintaining 13.3 volts.

Does SDD spit out any DTCs?

Looking at page 3004 of the service manual, the steering lock gets power from a relay which gets its power from fuse F23 (20 amp). That goes to pin 2 of the connector of the steering lock. Pin 4 comes from the Central Electronics Module LIN1 output on pin 49. Pin 3 of the steering lock connector is ground. You can see the rest of the associated wiring across the system by searching for "STEERING LOCK MODULE".

B10A2-00 crash input
B1026-52 steering column lock
U0167-00 lost comm. w/immobilizer control module
U0208-08 lost comm. w/seat control module A

I downloaded wiring diagram file but the only one I've been able to open so far is for previous VIN range.
This car is ...069046. Steering lock appears different.
Thanks for the good information. Now I have to find the relay you referred to.
Curiously, when I removed fuse 23, indicated as feeding steering column lock, I still had 7.4 V at the 3-pin connector at the lock.

Have you reset the computer and erased the codes? That crash code is likely a false detection and may be the cause of all this. Unless the owner did have a crash, but i think you would know. 🤣 To reset the computer, disconnect cables from battery, track for 20 seconds, wait a few minutes and reconnect.

Yes; I have cleared codes more than once. And done hard reset many times.

Regarding hard reset, this often allows crank and start, but not reliably. It eventually goes back to no crank/no start.
