I'm actually messing with it right now, and it won't start because it's stuck in reverse. I know the solenoid only has a current of 0.2V compared to the other solenoids in order, which all have 1V

It's the top one but i also noticed yesterday that, while on, they can get pretty warm but it alone was cold, even while plugged in with accessory mode on

It's almost always not the wiring. That's been my experience since I was working on Marine helicopters in the 1970's.

Ok. In that case, could you tell me to remove the solenoid? I don't need to take out the whole valve body, do I?

It looks like you will have to do that. But it looks like the connector is not plugged into the solenoid. Did you disconnect it?

Well, I have never tried to do what you are doing, but looking at the assembly it sure looks like you have to remove it to get to the solenoid mounting on the other side. Your mileage may vary, though.

What do you mean mileage? The car's sitting at 182k miles

And I was afraid of that. The way it looks, do I need to remove all the bolts around the perimeter of it or just the larger ones. The smaller bolts look like they may hold the valve body assembly itself together.
