Bare minimum, stick to the HSE model.
You ideally want the HD package for the locker, but it's ok to not get that. ARB locker can be added, which out performs and is 1000 times more reliable than stock locker.
Miles don't really matter so much with these, I just grabbed an 06 HSE this week with 167k miles for 6500 and didn't think a thing of it.
The key is maintenance done already. Most of the common things with these trucks are very predictable and easy to identify.
The motor and trans are nearly indestructible when compared to earlier rovers lol
