Default 2008 Covering component missing? PPI related

LR3 folks - I’m looking for a replacement LR for the family RRC... D2 primarily (I know of one here for sale) but also LR3. Local to me is an ‘08 w/90k miles. No service history available. Nada. Was an auction purchase by current owner who has it competitively priced at 9k. Probably have to get a Carfax or similar to delve into Hx. Nothing wrong with it that I can divine after a test drive. Except dash lights don’t come on when lights are on (finicky switch?).
Two questions - is the rust on spare typical and is there a covering missing under engine?

On northern trucks the rust is a standard option.

Transmission cover is missing

And that cover is just a flimsy aluminum heat cover, it is not solid steel like the forward ones.

On my TDV6 the trans cover is plastic so not much use for anything, lot of rust under that car like a UK based one.

Thanks for the responses. Yeah the East eats trucks. Overall I thought the front was ok but the back looked worse. After sleeping on it - lack of service history is probably the death knell for me on this LR3. A missing transmission cover is not necessarily a deal breaker - but it’s evidence of something (potentially) funky.

Come to California and get a nice Soccer Mom version. Never taken off-road, no rust and likely serviced at the dealer. Just saying............
