Default EPB Module Recalibration

Left parking brake shoe is dragging after almost every time I use it. Just lightly, but enough to cause vibration until the rubbing part of the shoe wears away (what I assume happens). It's fine until the next time I use it, when I assume the EPB module adjusts again to compensate for the wear and it drags again. All is fine on the passenger side. This started happening after replacing the rear rotors. No issues previously.

The mechanic wants to replace the EPB module. He thinks it might have "jumped a tooth" on that side, but from what I know, the mechanism is a screw type winch, so that seems unlikely. Seems fancy enough that it might have it's own calibration. Replacing it'll be $1500 at least.

The adjuster wheel on the left side doesn't have as many turns of adjustment as the right side, like it is possibly bungled up somehow in the length of the cable.

Is there any sort of adjustment (aside from the knurled wheels on the brake shoes) that can get out of whack? Any way to re-calibrate it using an IID tool?
