That image makes it look like the cables were fully retracted if I am not mistaken, could be tho. So if you did not wind out the cables, effectively manual setting service mode, the EPB is already maxed out and can not retract.
Okay, did some digging. Looks like even if it the cables were in that position when you set service mode, now with working gears, it would have backed off the cables anyway. Did you set service mode before adjusting the brakes? If not then set service mode and adjust again.

For added info, I have no error codes, a flashing red parking brake light,
When I try to enter service mode it seems like nothing is happening, unless I am doing something wrong.
I wonder if you have to clear codes for it to enter service mode, not sure. When you enter service mode you should, in theory, hear the parking brake module briefly back the cables out.
How did you enter service mode?
Did you use your launch diagnostic tool, or the EBD press method?

I haven't been able to enter service mode. As far as I can see, my Launch tool doesn't support it as far as I can tell. I've tried the brake bible process also and nothing seems to happen.

I've tried entering service mode, with and without codes on the module. I can't get it to try and back out the cables.not sure if this matters but the dashboard parking brake light is blinking constantly.
You may need to remove the unit and reinstall the cable correctly
Based upon your video I think the EPB tries to tighten the cable, hits the end of the threads then meets the torque limit and then backs off and keeps doing that as long as you hold the lever up.
Sorry, but I think you need to remove the EPB module disconnect and reinstall the cable with the the treads and square block with only in 5 turns before tightening the outer sleeve. (you may be able to remove the cover, disconnect the cable and reinstall while still in the car, but it could be difficult).
Bodsys Brake Bible is a great book and is very useful, but it does not cover what goes on inside the EPB unit itself.
The Service manual treats it as a replacement only part. No internal service available.
There are many videos showing how to service the EPB and how to adjust the latching cables.

Does your launch diagnostic tool have an unjamming procedure? I would try that first.
