Default Leaky Tail Light

With all the rain recently I've noticed that my passenger side tail light has been collecting some water. I took it off to inspect it and found no holes, cracks, or issues that might be allowing water in. The only things I found that were suspect were that the screw that holds the light in on the left hand side (in the door sill) was rusted, while the driver's side was not, and that there are small vent holes with some sort of plug on the top and bottom of the light.

Can you buy replacement vent plugs? Should I just try to find a used replacement tail light? It looks sort of bad to be driving around with a foggy tail light with some water sloshing around in the bottom.
