The key (lack of) functionality is strange for sure, and is maybe a separate issue from the no-start issue. Once you have a physical key in the slot, though, shouldn't it start? I guess I'm saying....key issues aside, have you ruled out the starter?
I'd also be looking for water ingress and faulty wire connections. Even rodent damage to the wires. You mentioned the use of a GAP tool in your post, do you own one, or was it in use at the shop you took the LR3 to? If you don't own one, you should get one. Then you can read the codes and report them here. That would help us help trouble shoot.

Physical key won't do it. It will turn the dash and accessories on but when you turn it to start it don't turn over. And from what the OP says I wouldn't rule out a bad cluster.
Closing this one out. After a couple months wait, here was the resolution.
Shop plugged up Land Rover software, a few lost communication codes from software to bcm. Common with cluster issues.
Ordered genuine key and sent cluster to clusterfix.net for repair. This company came highly recommended as the cluster can cause many issues and they fix them all during their repair service. Cluster repair was $400. New key $500.
Knock on wood we are good to go.
For the record, this 3 has been maintained well. Receipts prove that. But I can’t fault the prior owner for not “maintaining” his cluster.

Welp not fixed. Went out today to drive same symptoms. It’s like the car has lost the keys again and the red blinking immobilizer light will not shut off. Both newly programmed brand new Land Rover keys will not unlock it or show any recognition to the car.
Totally stumped and it seems the shop that I have it at is as well. Has anybody ever seen this before?
I would assume the only other part that has not been replaced Here is the body control module.

I hope you get to the bottom of this. I know it is extremely frustrating.
The cluster is one of many components on the network, and it seems our LR3’s are highly intolerant of anything dropping out. In my case, an intermittent no-crank ended being solved by the clusterfix repair. Other components including the HVAC control module can cause the same problem. This YouTube is the best thing I’ve seen in what it takes to drill down to the root of a network failure. Obviously it will take a ton of patience.
