Oxygen Sensor / Bank 1,2 Error?

Anyone have any experience with this circumstance im about to describe?
a few years back, the check engine light came on with the code reading bank 1 and 2 sensor errors (P0036 and P0056). I took to the dealer and they said it was a low battery and installed a new one because it was under warranty.
Well, 3.5 years later, the same light has come on and im getting the same error. specifically, DTC Code P0137-00, Temporary - Heated exhaust gas oxygen sensor - circuit low voltage (bank 1 and bank 2, sensor 2).
I changed the battery myself. My mechanic said when i change the battery there is a reset that has to be done, so he did that and rechecked the codes. the code described above is still showing. he said go ahead and drive it 150 miles and he will re-check it again.
He wanted to change the two O2 sensors ($200 a piece, plus $100 labor). I've seen sensors online for $50 or so.
My question is, do you think it is a low battery again an di need to drive it to "reset" things or the O2 sensors are actually bad?

My CEL light came on as i'm having problems with my negative battery cable. The bolt and nut have turned black and have cracked a bit. Can't find a replacement at my local autozone/oreillys due to the t head bolt end.
It doesn't tighten as much as I would like and easily moves around. Since I started messing with it the CEL has come on. I'll report back if a new nut/bolt fixes/tightness fixes the issue.
