Default Valve Block Madness

Since purchasing my rover it has always leaned on the front passenger side. So I decided to refab the valve blocks since it doesn't seem like this vehicle has been taken care of. So got the valve block off and this is what I found. Has anyone seen this before?

Wow... first thought is water contamination. Or some contaminant added to the system. How odd.....

Valve block has been messed with for sure or its just cheap. No springs, missing o-rings, rust from water intrusion and the black on the solenoid is flaking like it was spray painted. I haven't seen anything like this before.
