Default Fluttering sound coming from Front tires

I have a 2011 LR4 HSE. When I drive on rough roads the right front wheel sounds like it is fluttering/bouncing and hitting something. It only happens on uneven roads. On the highway and city roads it is fine no noise. Just when on dirt or uneven roads. Is it a shock? I am at 72K Miles. I took it to a non dealer shop to have something else done and asked them to look at the shocks but they said they were air shocks and shouldn't need replacing. Any ideas. PS just moved to a town with no local dealer within 5 hours. So had to go to local mechanic.

Found my DI has the rubber shock mounts on the top of the shocks worn completely out. with the hood open, lean against the side and look at the top of the shock. I was amazed at how much it moved.

I believe the LR4 uses air bags and not air shocks, I could be wrong..
