No tips from me on the police stuff.
As for HP, unless you are getting engine codes that may warrant a new MAF, o2 sensor, etc, then no cheap fixes other than cleaning your throttle body and IACV.
The only real performance gains can be had from a new camshaft, like the Kent 180, and/or gasflowing the cylinder heads. Both those jobs could give you +30 HP

What these guys have to offer. No benefits to be gained from intake, stroking, combustion until the ECU is remapped.
