In disabling my seat belt chimes via IID Diag, I THOUGHT I'd found a link between the Rear Seat Belt "minder" and the ability to lower/raise the Rear Center Console. Long story short...they were unrelated...if you have Child Lock ENABLED it will ALSO prevent you from raising/lowering the Rear Center Console.

Enable Child Locks = Can't lower/raise the Rear Center Console
Disable Child Locks = CAN lower/raise the Rear Center Console

I thought I was going insane and had bricked my RR...nope, they just linked Child Locks to the Center Console!
