Default 99 range Rover hse will not move forward or in reverse.

I just recently purchased a 99 range Rover HSE. Somebody had tried to steal the vehicle and messed with the ignition so to get it started I had to drill out the ignition and have to use a screwdriver to start. Yes I do have the title for this vehicle it is not stolen. Also somebody had cut the cats off of this so I installed a flex pipe on both sides. So to get to my problem I drove it on July 21st 2021 in the morning then I brought it home and it's sat till the evening. I went to go drive it to move it and I could not get it to go reverse or forward or nothing and when I put it in park it kind of made grindingish noise. When I was installing the flex pipe on the range Rover I had noticed that on my gear selection linkage there was a gray and white wire dangling down. It appears that the wires are from the wiring harness on top of the gear selection linkage. However I have been able to drive the vehicle with the gray and white wires dangling down but I am not sure if that could be my problem. I am a novice when it comes to working on vehicles I do not know a lot. So please be gentle on me when you are offering help at least use some lube. All jokes aside any help would be appreciated from this disabled Army vet

I know almost nothing about this issue, but my first suspect would be that the transfer case is in neutral. The normal way to get the t-case in neutral is to install a fuse. I would start looking at the wiring diagrams and see where it took me.

When you say look at fuses do you mean look at all the fuses on the vehichle or look for the transfer case fuse? Also thank you so much for trying to help me. It means a lot to me.

In the owners manual it will tell you to add a fuse to a certain position in the fuse box under the front right seat. I don’t remember which fuse location.
