And where does it belong? Found it laying under my battery... Looks like a drain of some kind?

It's the vent tube for the battery. It mounts in the side/top of the battery. Some batteries don't use it.

Default But, if your battery does have vents.....

make sure the one in the rear toward the firewall is plugged, and the one in front is connected to the hose.

There are threads on the forums that tell about corrosion to the connectors and case of the transmission control unit on the firewall behind the battery that may have been caused by battery fumes.
