Don’t do this. I didn’t realize that I didn’t need to pull apart the steering column to check each wiring connection. If I’d looked at the electrical diagrams, and used my head, I would have realized my issue was up with engine compartment fuse 2 which is labeled “side lights” but also feeds the instrument illumination panel, fog lights, and the tail lights.

E100 is the battery ground to the body.  The Electrical Troubleshooting Manual, which is an available elsewhere in this forum, has an appendix with pics of all major grounds and wiring harnesses. Go wild.
