Installing a new strap/fuse fixed the problem. Thanks for the guidance. Unfortunately I still have a misfire on cylinder #7, which is the issue I was trying to repair in the first place. I may start another thread after I do some digging

Misfires on cylinders, once plugs and wires are eliminated, can be the possibility of a coolant leak. The cylinders at ends of banks are more prone to it, because the head gasket material is not very "meaty" around the water jacket slot (the rectangular opening in the photo).

I installed new Bosch +4 plugs but have not replaced the wires. The plugs I removed were definitely worn. I've checked compression on that cylinder bank and the results were all between 120-130 psi. I cleared the codes and drove the vehicle to set the monitors. I was able to get all the monitors to set by driving conservatively. I still think I will get a misfire if I put the engine under load but I need to pass NY emissions inspection next.

Update -

Passed NYS safety/emissions inspection, which requires the ECU monitors to be in "ready" status. That means the computer can not be recording any misfires. On the way home from the inspection station in accelerated hard and the engine misfired which caused the SES light to come on. I scanned the system and still get the cylinder #7 misfire code. I think I will install new coils and ignition wires next.
