I figured you all might want to know what the problem ended up being, so that if it ever happens to you, you won't as stumped as me.
Put the volt meter to the fuse box at F25 ( thanks luckyjayb) and I've got power. Then check the connector on the pedal, 14.2V.
Hmm, got power at the pedal, should work. I jump the connector and presto, bake lights go on and park lock releases.
Take a closer look at the brand new switch, and pigtail adapter, and what do you know, it's wired backwards.
Run around the corner to Advance Auto and pick up one of the old style switches, plug it in, and what do you know, good as new.
Yes, the new Land Rover brake light switch pigtail adapter was wired backwards. If you can find it. just use the old style part.

mine was stranded at a gas station yesterday with the stuck in park portion of this. Not a fun time. Turns out mine was/is switch on the gear selector. Is that the neutral safety switch?
