Default P38 wont start without accelarator to floor

Hi all,

Im new to this forum, ive a problem with my rr p38 4.0 it wont start unless the accelarator is fully down to the floor and when it starts the engine revs at about 2 - 3000 rpm and sounds like its going to take off ! any ideas ??
