The recommendation for plug changes aren’t any different for Canada than for the US; is your location significantly colder than northern Canada? Or Alaska?

Even if it is colder where you are, there’s no evidence I’ve read that says cold is a factor in premature plug replacement. But hey, you don’t need my permission of course.

I agree - my thinking is with the exception of when the engine is not running the plugs are in a fairly warm environment and impervious to the cold.

According to the link you've sent to me, it is complex just to change spark plugs.
(By the way, sorry for grammer error.)
Mechanic here, who's lived in some very cold places that sometimes don't go over 0F for weeks at a time. The idea you're working off of is entirely wrong. Maybe, if I'm stretching, I could see extra fuel for cold starts taking 1-2% off the life of plugs. I could see poor fuel quality causing increased chances of carbon fouling on the plugs, but that would almost certainly cause driveability issues long before the plugs were bad enough to require replacement.

What's your symptom? What lead you to think you need plugs?
