D90 OCTA or maybe something else is on the way

Well, if they reused the plate that’s illegal on UK roads. Plates like that start and end their life with the same car.

Further developments:
I think it is indeed a widebody, just not obviously as Land Rover obviously wouldn't want to attract attention. I have also found a fuller video on it being spotted *at the nurburgring*, with a 110 OCTA:
In that specific shot linked above, you can see the following, as proof that it is an OCTA 90:
Red - OCTA signature square grille
Yellow - Revised OCTA fog light area (distinctly wider than regular Defender)
Blue - Wider fender - not as aggressive as 110 OCTA

But it's also interesting how it has race seats and a roll-cage? Can I go at on a limb here and say that it could mean the Dakar OCTA will be a 90, and that an OCTA 90 will be revealed at Dakar next year!? woah. You heard it from me first folks.
That same car also had strange Quad-exhausts under the rear quarter trim pieces, with the multiple 110 OCTA's in the video having almost regular OCTA exhausts:

Also is it just me or do these wheels look like they are 23" not 22"?

Maybe that means it's a more road focused OCTA??? who knows at this point!
The 110 OCTA prototype in that video also had similar less-aggressive-but-still-probably-as-wide fenders:

It’s common to see development prototypes have roll cages and racing seats, especially when doing development at the Nürburgring.

I agree, I think it’s definitely an OCTA 90 prototype. I’m sure we’ll be seeing more of these prototypes on the public roads and at the Nürburgring when it opens up on March 8th.
