Been shopping in LA for a few months. Depends on the model but you should be able to find one without markup very easy. Look at the dealers in the valley or OC. Just don't go to Hornburg, they're ridiculous for many reasons. I ended up getting my perfect X in Cerritos, small quirky dealership but good experience.

with supply chain issues of the microchips i wouldn’t be suprised there is mark ups please overall demand for the vehicle
i took my bmw in for service and there was very few cars on the lot. never seen it like this before
but for reference i got 6 percent off in Dec last year plus the 2k dealer allowance

Down here in South FL they are also marking up over MSRP. I ordered mine from the Salt Lake City UT dealer as I wanted to pick up there and do some fun road trips in UT and across the country before bringing it to FL. So far best dealer experience I have had and was able to get a couple % points off MSRP (this was back in January when I ordered). Happy to connect you with my CA.
