Looking through my build sheet it looks like the locking fuel flap might be an option?- "LESS Fuel Filler Flap - Central Locking"

Ditto that. Bought an Evoque, first model year, and was surprised/astonished to discover that LR/RR does not consider a locking fuel filler door to be of high priority. And it usually isn’t; until fuel prices climb. Same as in the 70’s, when the oil embargo resulted in gas lines around the block. This was before locking fuel filler doors, then everyone and their grandmother went out and bought locking gas caps. Now in this day and age, most makes costing far less come with locking fuel filler doors. Why JLR didn’t feel that their market would desire this simple, common feature is a mystery.

I think I’d rather not have one. Anybody who is going around siphoning fuel from cars through the filler neck surely carries a long handled screwdriver and will just pop the door off, damaging both the door and surrounding bodywork in the process. However, don’t people slide a fuel canister under the car now and just punch a hole in the plastic fuel tank and let it drain? I don’t even know if you can still siphon through the filler neck. I think I read that that doesn’t work on modern cars.
