What exactly does one have to do to make a defender legal in USA?

 

I don’t know about the rest of the US but I got my 110 registered because diesels manufactures prior to 1997 are exempt from smog and exempt from mileage! It was tough but the CA code is VERY clear that diesels are exempt prior 1997!
