Defender Cargo Space Measurements
and it looks like the width between the D90 wheel wells determines how wide the second row bench seat can be (which is probably why the second row seat bottom doesn't fold up, and the second row seat back fold down, like the 5-seater D110 does?).
Same, just got a 2020 Defender with the third row and the second row doesn't have a tab to fold the seat tops forward. I tried to manually flip them and they wouldn't budge and tried to search around to make sure that tab wasn't buried in the seat. Would love if they would lay flat like the 5-seater but it doesn't look like it's happening.
This section of the manual makes it pretty clear that the 5 and 7 seat configurations use a different mechanism: https://www.ownerinfo.landrover.com/.../proc/G2408625
Guessing it has to do with the sliding capability of the second row in a 7 seater.

Really excited to have learned this, because the "unlocked" angle was a real pet peeve and felt like a pretty big compromise for having a third row.
Just circling back around on this....I saw a video yesterday where an owner pushed down really hard on their second row in a 7-seat configuration and to my surprise, it did indeed lock into place! I gave it a shot on mine, and the second row does in fact lock down and it's FAR more flat than without locking. You have to put a lot of force into it, like almost all of your weight into pushing it down, but do it hard enough and the seat cushion compresses and you end up with a very nicely locked down second row that is near flat.

Thank you. Excellent, that's flat enough for my needs. I will give it a try
I ordered a 2021 7 seat & after reading this, confirmed it with the Monterey CA dealer. This is as flat as a 7 seat gets. I canceled my order. I'm going to reorder a 5 seat.
Dealer was also unable to get the Wren winch and said it was on indefinite backorder. 2nd reason I canceled order.

You pull the lever at the base of the seat, on the side. I don't have access to the car right now, otherwise I would provide pictures but the seats are pretty close to flat, I don't regret getting the extra seats (3rd row only fits children btw). I was planning on sleeping in the back if the need ever arises and this slight incline will not interfere.
Thank you for this! Originally I looked at a 5 seater in showroom and made sure seats laid flat to move furniture but the car they found for me available was a 7 seater and never thought to question the back seat laying flat until I tried to put them down after having the car. Hopefully it won’t make a difference.
