1) Looking to upgrade my door sill plates, wondering if there is an electrical connection underneath the factory crap plastic sills?
2) Any idea where to pick up a nice set??

You can purchase them from the dealer as an accessory, or you can try to find them on Ebay or other vendors like Powerful UK or Hunter's Prestige.

Yes, they all come pre-wired for the illuminated tread plates. They even tape up the connector so it stays in place.

I wrote a thread on how to install them earlier this year. Also included are all part numbers for the illuminated tread plates depending if you have an Ebony or Lunar interior. See below:
