Most definitely blocking the road. They do this kind of passive-aggressive sh*t up here in Maine too. The North Maine Woods is publicly accessible but privately owned. You are informed multiple times that the logging company vehicles have ABSOLUTE right of way, and if that means that they purposely sideswipe you while you're pulled over a safe distance then OH WELL. My buddy in his GX460 ended up at the bottom of a 10' embankment after a logging truck literally ran him off the road and then didn't even slow down to see if everyone was ok. Thankfully he was in a group with enough winch power to flip the vehicle back on its wheels and up the embankment but this is the reckless disregard for anything that these loggers typically have.
But, in this case, I would have hopped in the excavator, 99.999% sure the keys were in it (if it even had keys), and just moved it out of the way.
