No, that's a software problem. It should default to "on".
EDIT: Oops I misunderstood. I thought you were saying it was defaulting to "off". As others have said this should default back to on with each ignition cycle.

I don’t think you can permanently change the settings of any of those driver assistance safety features. They always reset to the default settings when you restart the car. I’ve tried to disable the rear collision braking because it is an issue when backing out of my driveway, but it doesn’t seem possible.
On occasion, the steering wheel pulls HARD trying to correct my path when it needs NO correction at all. Driving around sweeping curves or lane changes the wheel is pulling hard to try and straighten me out which is very very dangerous

I agree, I've turned mine off countless times. It doesn't seem to matter. What's really bad is say a sweeping left curve and someone in the opposing direction is over the double line a bit so you drift to the right to provide more room and it steers you back inward. Unsettling.
It sounds like you are talking about Lane Keep Assist, which can be turned off. The control is right above the cruise control settings on the steering wheel. This setting does stay off when you turn the car off.

Hi,
No, the setting in question is called "Emergency Lane Keeping" I circled it in red☝️
I see nothing in my options called "Lane Keep Assist"
I have messaged The Insider here on Land Rover Forums
Same problem here NOT lane assist
it’s emergency steering. For no reason at all it will pull hard left it’s been worse in the winter with salt in the roads it always thinks I’m going off the road and pulls. It feels dangerous but it seems so much goes into the car’s decision to pull if certain pressure on steering wheel do the cameras see on coming or cars on the left
the dealer told me they up dated the module but it still happens I’m sure there is some log they can pull and read but they seem lazy. If anyone gets an answer please post.

Please message The Insider on these forums. Thanks. I have already messaged him. I'm also going to In Message a high up at JLR in England that I'm connected to at LinkedIn
Emergency lane assist will always return to on by default. Whether or not it's useful/dangerous is a subjective matter I suppose. I know many folks report scary stuff related to this feature. I have not experience any thus far.
Regular lane assist (not what the OP is referring to) is toggled on and off with the button on the steering wheel.
