Yeah, I am thinking that wrapping that strap around a floppy, wobbly, partially or totally deflated tire may not be the most secure way to reattach a gas can, a shelf and whatever other stuff hangs back there. Perhaps it works anyway if you ratchet that strap tight enough, but a flat tire doesn't make a very compliant surface I would trust.
