The custom terrain response selection must be set up and then applies only when you go into Terrain Response II and select it (similar to a selection of mud ruts, grass/snow/ etc). I am not sure it will default to that, once you use it -- or default you back to the dreaded comfort mode.
In many start-up regimes, the system defaults you to comfort, which you will know by seeing the little vehicle picture in the center of the tachometer. Auto (my standard start setting) features no picture on the tach -- and it will default to that selection on start up -- thankfully.
I have not yet found a Terrain response toggle on my P300 D110 which I prefer over the ones already chosen by JLR. The one I dislike the most is when you set the rear diff locking to MAX. But, I will keep looking !

thanks for your research, Trio. Mine returns to Comfort every time I start it unless it’s been a short (undetermined how long yet) time since I turned it off; sort of like if you stopped and turned the truck off to move an obstacle out of the way or survey an obstacle, it doesn’t put you back in comfort when you turn it back on. But if you park for “awhile” it is in Comfort when I start it back up. I just don’t know the limits of “awhile.”
