Mine has always been in Celcius, when I bought it and after each update. Like you, everything else is Fahrenheit. I just quickly run the (C x 1.8) + 32 calculation in my head. 
Joking aside, I actually do that every time I look at it if I don't have to be thinking about anything else, just to keep myself sharp.

As far as where, it should be listed on your apps page. Also, when you rearrange your tiles for the main screen, you should see a weather option.

For those that are looking for their weather app, you may want to see if you were logged out of your profile. I had a issue prior to getting the software update where I was logged out of my profile. I logged back in and everything came back including Spotify which decided to take day off too.
