TCU and My Experience with a 2020 Land Rover Defender out side USA
I purchased a 2020 Land Rover Defender 110 from the United States during my studies there. The InControl app was working efficiently, and the car was paired with no issues. However, the story took a turn when I shipped the car to the UAE. Upon arrival, I tried to pair and link my car to the InControl system, but all my attempts were unsuccessful. Additionally, the Wi-Fi feature also stopped working.
I created a new account with the UAE as the region, hoping to link the car to it, but I couldn’t make it work. Despite trying various methods, none were successful. After doing some research on forums, I read that I might need to replace the TCU (Telematics Control Unit) in the car. This is something I’m considering, but I have a question for those with experience: If I replace the TCU with one compatible with the region, will it work? Are there programming methods that could enable this option?

I do not believe the TCU is the answer, but I could be wrong. I think the local dealer in the UAE might have the answer for you. I say this because I had a 2020 Defender that got totaled in 2021 in the USA, and I could track the 2020 Defender for over a year and it showed the location every time I opened the incontrol app. The location of the car incredibly was in the Middle East.

I contacted the Land Rover agent in the UAE, the regional office, and both the UK and the US (where I purchased the car). All the responses indicated that it is not possible to activate the InControl option outside the region where the vehicle was purchased. Unfortunately, it seems that each region operates on a different frequency for satellite communication, and the service provider differs as well.
What I plan to do is replace the TCU (Telematics Control Unit) with one designed for the UAE. I intend to obtain it from a scrap vehicle and then change the VIN (Vehicle Identification Number) of my car electronically so that it matches the vehicle from which I took the TCU. This change will be purely electronic and will not affect the actual VIN number on the car itself.

Kazimir is right if I had to guess, the cell service doesn't work because of the location you're now in. The JLR dealership there in the UAE should be able to figure out what to do about that, it's probably just SIM card-related stuff I would assume. I had a similar thing happen here with mine which I purchased in Western NY, I took a short trip to Toronto with my kids across the boarder and into Canada, this is just a couple of hours away from my home and as soon as we made the boarder crossing the hotspot and all of that stopped working. So for the duration of our time up there no hotspot, my son couldn't use his ipad in the back seat, oh well. I could've used my iphone's hotspot in a pinch but since it's work-issued I didn't want to get on anyone's radar by chewing through data on that.
