Default Tow loop / mud flap install

Trying to install tow looks and have removed all bolts and screws on the rear bumper cover but it won’t budge. The edges where my previously installed mud flaps are is still attached. Am I correct to assume the rear mud flaps need to come off in order to remove the bumper? I seem to remember buried deep in another thread they are related but cannot find it now. Kind of stuck as of right now.

PS. In looking at the PUK video it looks like the flaps do screw thru to a bracket behind the cover unfortunately.

My memory is dim on the details, but I do recall I had to remove the flaps to do the towhooks.

Yes, unfortunately. They have to be removed for just about anything involving lower trim. Had to do it to put on running boards too.

FYI - I got everything off the was needed to be removed, but no amount of yanking would get the bumper off. Ended up taking it to a 3rd party shop that finished the install in no time flat. I asked about what they did to get the bumper off. Was told: "You need to pull on it as if you don't own the truck."
