found my first car, 1967 firebird

So county said he came in and did not deny anything in my complaint but would not agree to what they suggested and because he is unlicensed there is nothing they can do, they sent me a letter on county letter head telling me I need to sue him with a packet of what to do
So gave it a week and a half and went to his house and took back the car so I don't eventually have to sue for the car itself
He was nice enough to dump all the reducer into the gallon of paint and leave the lid loose ruining it, and throw brand new chrome in the trunk with a pile of vise grips, chrome in the cabin with parts stacked on it, threw out the old tail lite panel cause he knew I needed it to measure out 3 holes for wireing to be cut , basicly just a hole things there's more but u get the gist
So now I need to start reporting him to agencies to get him shut down and audited while I get the car towed around for estimates

Oh cars not sand blasted all that white is sanding dust, someone was also nice enough to wrap the starter solinoid wires around the clutch z bar so it would rip apart when I push the clutch
Seems like what he did do is half a#% and or wrong, the more I look at where he cut the quarter on the sail panel he either f up my sail panels or f up the new quarters

This is truly a crying shame that someone could get away with such poor workmanship. Those welds are by no means done by someone that knows their way around restoration projects.
How did you find this dude, and did he offer any references?
Good luck, with whatever avenue you pursue.
Brian.
