Your truck is running to cold.
It runs in open loop until the O2's heat up, then goes into closed loop until you take your foot off the gas, like when slowing down for a stop light, thats normal.
But idling, it should go into closed loop within 10min of a cold start, but thats with temps below zero, the warmer it is the shorter the open loop warm up time.
Bascially it works like this, open loop is full choke, no input from the O2's is being used, ECU is dumping as much fuel as it can into the engine.
Closed loop is using the O2's to determine engine fueling.
