Default Diesel problems - Been stood

I have a 1986 110 Defender Diesel which has been stood for 18 months. It will start, but will not rev. Once the engine has warmed up, I can get the revs to increase very slowly over 10 minutes or so, but not enough throttle to move forwards.

I have drained the old diesel & put new. Changed the filter & added a cleaning agent & run it at 3000 rpm for 6 hours. Still no change.

To complicate matters, I'm now living in the Czech Republic, which is why I haven't simply contacted my local diesel engineers.

Any help appreciated,
