Default Rear cross member

Hello everyone,
I'm thinking I need to paint my rear cross member as its showing some signs of surface rust.
I'm thinking of priming it then spraying on some satin black paint. For the inside of the cross member I was going to spray in some paint or waxoyl.
Is this the best course of action, or should I be looking at an enamel paint such as Hammerite?

You'll get more defender experts over at defendersource. I haven't had my defender very long, and we don't get too much rust here. I just hit mine with black spray paint if I notice any paint missing. I don't have a nice looking defender, it's ex-mod, so pretty isn't of concern to me yet.
