94 Disco One Button Remote Programming

So I initiated the correct sequence as detailed here and in the RAVE but the horn did not sound. What should I look into?

Did you follow all of the steps within 8 seconds?

Absolutely. I had my brother holding the hood button and I was in the car with the door lock and key.

Maybe the hood button doesn't work? If you lock all of the doors with your brother holding the button down, does the alarm go off when he lets go?
