99 disco 1 idle issues
I had these same exact problem on my disco 1. In my case it would start fine then immediately go to 2000, then when I shut the engine off then immediately restart it, it would idle too low. Replaced idle air control, throttle position sensor, coils, plugs, fuel pump, fuel filter, and even the vehicle speed sensor. It turned out that the ecu had gone out of wack and forgot how to idle properly, the only solution would be to find somebody or a shop with a testbook or other fancy reset tool like a lynx or one of Atlantic British's 400 dollar scanner. However a genius by the name of RobertF designed a program to work with a 40 dollar scan tool to reset the ecu. I made a video about how it works but the credit for the program goes to RobertF. For me the program eventually worked and my truck is back to idling properly.
Clean IACV pintle and bore, crud gets pounded into the bore pretty firmly and a good cleaning resolved a similar problem that my truck was having. Make sure you do not change the position of the pintle

I read all these rough/ high idle posts and can only think I must’ve got lucky beyond all hell as a few years ago before I really knew of the potential consequences I changed my tps and iacv and never had an idle issue. Never needed to do anything to the ecu. Perfect 740 rpm at idle after....
