Yes - the VSS drives a module in the dash cluster, and outputs drive speedometer, crusie control, ECU, and the "go see the dealer" service reminder. Note - on later Rovers this has been replaced by the wifi enabled dealer download of engine codes, when ever you pass within wifi range.
This brings up another point; if your VSS is good but you still have VSS type problems, it's possible there's something wrong with the instrument cluster ECU and it's outputting the wrong signals or none at all.
That would show up as cruise control problems as well as driveability issues.

I've got the first. Rheumatoid Arthritis. Last year at this time I couldn't move any part of my body without pain, and I'd just suffered with regular pain for years.
Been on maximum does prednisone for a year; they haven't found anything else that works for me. Predinisone does great though, the little pain I get is less than that I had 10 years ago.
My commute is 50 minutes a day. I couldn't run the cruise control for more than 5 minutes. It's all highway, but in the NY/NJ area, it might as well be back streets.

By the way, the VSS drives the Speedometer directly. The Speedometer itself output the signal to the ECU, cruise control and service interval counter.
As far as I'm able to determine, the module on the back of the instrument cluster provides some resistors to the fuel and temperature gauges and lights the low fuel light. It used to do a lot more, but most of the parts on it are no longer installed.
