Default Front Shock removal

Checking bushings of front shocks and notice the nut on top of the shock is just a bit more than finger tight. I turned it for awhile and nothing happens. Does the bracket need to come off before this nut loosens?

If it's the top nut on the shock tower you'll need a (1/4 crescent I believe it is)and there's a small spot for it on the top of the threads of he shock itself and a 3/4 wrench for the nut. The wrench never worked for me holding the shock from spinning so I just grabbed some vice grips and got it off that way

I've used a plumbers pipe wrench on the shock in the past. It leaves some marks, but works.
